WE Charity relies heavily on unpaid volunteers, including the volunteer Founders, Craig and Marc Kielburger.

Volunteerism on behalf of a charity is not considered lobbying under Canadian law. Only paid employees can be in-house lobbyists. This means there is no place on Canada’s lobbyists’ registry for the Founders’ communications with federal officials.

To remedy this gap, WE Charity is voluntarily and transparently publishing the Founders’ contacts with the Parliament and Government of Canada. The information below is the same reporting that would be filed on the lobbyist registry if the Founders were employees of WE Charity.

WE Charity’s in-house registration was filed by the most senior staff member, Executive Director Dalal Al-Waheidi, and naturally covers the period from January 7, 2019, her first day as Executive Director. The voluntary disclosure of the WE Charity co-Founders starts from the same date.

For 2019, the reporting below discloses relevant 15 interactions in total, inclusive of both co-Founders. This averages one interaction every two months per co-Founder. Four interactions were with elected officials, and eleven interactions with non-elected officials. Many of the interactions were initiated by an official contacting the co-Founders about a matter.

There were only three relevant interactions with government between January and mid-April 2020. On April 19th Rachel Werneck contacted Craig Kielburger asking if WE Charity would be willing to assist with the CSSG. After that point, there were multiple interactions to assist with program design, implementation, contracting, etc.

The federal concept of lobbying is not limited to advocating for something from government. Merely responding to a Government of Canada invitation can be considered lobbying. (This is unlike the law in most provinces.)
